서울시민의 저상버스 이용 지불의사액에 미치는 영향 요인 분석: 이중허들모형의 활용

Abstract

본 연구는 서울시민을 대상으로 서울시 시내버스 저상버스 도입률을 선진국 수준으로 추가 도입하는 것에 대한 지불의사액을 추정하고 지불의사와 지불수준 각각에 영향을 주는 요인을 밝혀 저상버스 정책에 필요한 계량적 기초자료를 제공하는 것을 궁극적인 목적으로 한다. 지불의사금액 도출을 위해 조건부가치측정법을 활용하여 만 65세 이상의 고령자 289명을 포함한 20대 이상 서울시민 1,473명의 설문조사 자료를 활용하였다. 분석모형으로는 지불의사와 지불수준을 두 단계로 나누어 분석하고 데이터 과분산 처리를 위해 이중허들 음이항 모형을 사용하였다. 응답자의 67%가 지불의사를 보였으며, 평균 지불의사금액은 약 171.36원이었다. 지불의사에는 연령, 건강 상태, 교통약자 지원 정책 지지도, 시내버스 요금 지출액이 영향을 주었으며 지불수준에는 연령, 가구소득, 저상버스 이용 여부가 유의하여 지불의사와 지불수준이 각각 다른 요인에 영향을 받는다는 것을 확인하였다. 본 연구는 교통약자 이동성 확대를 위한 저상버스 추가 도입 정책을 위한 계량적 정책 자료를 제공한다는 측면에서 실무적 기여가 있을 것으로 판단된다.

The goal of this study is to estimate the willingness to pay for the additional introduction of low-floor bus in Seoul at the level of developed countries and to identify the factors affecting the willingness to pay and the level of payment, thereby providing quantitative basic data necessary for the low-floor bus policy. To derive the willingness to pay, we utilized the contingent valuation method (CVM) and survey data from 1,473 Seoul citizens aged 20 or older, including 289 elderly respondents aged 65 or older. For the analysis, we divided the willingness to pay and the level of payment into two stages and used the double-hurdle negative binomial model to handle data overdispersion. Sixty-seven percent of respondents expressed a willingness to pay, and the average stated amount was about KRW 171.36. As a result, age, health condition, support for mobility handicapped policy, and monthly city bus fare expenditure significantly influenced willingness to pay, while age, household income, and experience using low-floor buses significantly affected the level of payment, confirming that willingness to pay and the level of payment were affected by different factors. This study is expected to make a practical contribution by providing quantitative policy data necessary for the additional introduction of low-floor buses to enhance mobility for the transportation disadvantaged.
