항공사 승무원의 노동조합에 대한 불신과 무관심의 원인 및 극복방안에 관한 경험적 고찰

Abstract

우리나라의 현재 항공 산업은 확장과 성장하는 사이 여러 가지 긍정과 부정의 신호가 나타나고 있다. 산업 규모 전체의 성장은 이전보다 많은 일자리를 창출하는 효과를 낳기도 했다. 하지만 규모의성장 이면에는 인턴과 같은 비정규직 고용의 증가와 항공사의 원가 절감 과정에서 내부 노동자들의권익을 침해하는 부정적인 면도 함께 존재한다. 본 연구는 ‘당신이 노동현장에서 불공정한 대우를 받았을 때 어떻게 대처하였습니까?’라는 단순한 질문 하나가 그 시작점이 되었다. 이 조사 설문 항목과관련하여 응답자인 양대 항공사 (장거리 운용 항공사인 A, K 항공사) 승무원 345명 중 258명(74.78%)은 ‘다른 조치 없이 참고 지나갔다’라고 답했고, ‘노동조합 등에 알려서 함께 대처했다’라는답은 7명으로 2.03%라는 미미한 수치로 나왔다. 이 결과를 토대로 현재 장거리 운용 항공사에 근무하고 있는 항공 승무원 노동자들이 노동조합의 역할에 부정적인 견해를 나타내고 있음을 짐작해 볼수 있었다. 노동조합은 노동자의 이익을 대변하고, 신분을 보호하는 기능을 해야 함에도 불구하고 이런 역할이 제대로 수행되고 있지 못한 것은 아닌지 의문을 가지게 되었다. 이에 근거하여 본 연구는그 연구목적을 항공 산업에서 (1) 노조가 이익 대변 집단으로써 해야 할 본질적인 역할은 무엇인가(2) 이러한 역할 중에서 어떤 역할을 제대로 하지 못해 승무원들의 근무환경이 악화하고 있는가 (3) 이러한 역할 중에서 노조에 대한 불신과 무관심을 갖게 하는 가장 큰 요인이 무엇인지 밝혀내려 하였다. 이에 2019년 9월 1일부터 10월 20일까지 K 항공사와 A 항공사에서 현재 근무 중인 객실승무원에게 요청을 하여, 설문조사를 실시하였다. 그 결과, 노동조합이 수행하는 신분보장, 정보제공, 사회정치적 역할은 내부 노동자의 노조에 대한 불신에 유의한 부의 영향을 미치며, 이러한 불신은 노조활동에 대한 무관심으로 이어졌다. 반면에 교육과 경제적 이익 대변의 역할은 노조에 대한 불신과 무관심에 유의미한 결과가 나오지 않았다. 본 연구가 앞으로 항공 산업 분야 노동자들에게 있어서 노동환경 개선에 왜 노동조합의 역할이 중요한지에 대한 인식 전환을 불러올 수 있기를 기대한다.

As South Korea’s airline industry grows, both positive and negative signals are appearing. On one side, more jobs have been created and the industry is expected to mature further. On the other hand, temporary employments such as internships have increased, and workers’ rights are often violated as companies cut production prices. This research started with the following survey: “When faced with unfair labor practices, in which way did you react?”. A total of 258 out of 345 (74.78%) flight attendants from the two major airlines replied that they ‘took no further action’; only 7 (2.03%) of them replied that they ‘sought for help in a trade union.’ Based on this result, it was assumed that flight attendants employed with an airline with long-haul flights are not optimistic about the role of a trade union. Further research was needed to decide whether existing trade unions - the roles of which are to stand for the workers’ interests and to protect their status - functioned properly. Therefore, this research seeks to determine the following: 1) What is the fundamental role of a union as an interest group? 2) Among the roles of a union, which are not properly played, causing the flight attendants’ working environment to deteriorate? 3) Which factor contributes largest to distrust and indifference towards trade unions? The survey was conducted with cabin crews currently working on K and A airlines from September 1 to October 20, 2019. As a result, the employment stability, information provision and socio-political roles of unions have a significantly negative impact on the distrust in the unions and this distrust leads to indifference in union activities. On the other hand, the role of education and representation of economic interests did not have any significant results. The results of this study are expected to provide an opportunity for flight attendants to change their perception of why the role of trade unions is important for improving the working environment.
