Abstract
(Background and Purpose) The Act on the Promotion of Public Design, in order to vitalize public design, is entrusted to the administrative affairs of each local government and is operated according to the ordinance set by the local government. Due to the lack of performance awareness and professional manpower, the results of related policies are appearing differently. The purpose of this study is to provide basic data for forecasting the demand and professionalism of professional manpower on the premise of the need to find an efficient operation plan for public design organizations by predicting the demand for professional manpower within the scope set by the legal system. (Method) To investigate demand for organization system and professional manpower in the field of public design which has been expanded through local governments, this study has divided them before and after legislation. The scope of study is metropolitan local governments. The state and supply-demand of professional manpower in Seoul and Gyeonggi-do are intensively analyzed to understand problems there, by objectively approaching the political and administrative features of local governments and by estimating supply and demand for professional manpower. This study also focuses not on systematic aspect but on organization management and the problems coming from lack of organized management and expertise of professionals. (Results) Seeing expanded exclusive manpower of local governments, there seems to have been a growing interest in raising manpower in public design since enactment of the Act on Public Design. In reality, however, it was found that it was showing a sluggish look. Such lack of professionals worsen as it moves on to basic local governments, so this study identified the need for them to secure design experts. (Conclusion) This study, the following directions are suggested. First of all, the method and system of organization should be legalized and effectively support public design, Legislation that can be supported institutionally is necessary. Secondly, countermeasures against passive response of local governments to expand design professionals are needed. Thirdly, the standard for public design professional manpower should be systematized and practical solutions are necessary to the problems coming from lack of recognition on design within administrative organizations. Although there is a limit for this study not to present more detailed grounds for administrative organization for manpower demand and supply, but hopefully there would be more studies on legal and administrative improvement to build the ground for public design, with this directing study as a momentum.
