Abstract
Flexible work arrangements are introduced in 2002 for supporting work-life balance and enhancing quality of life of public servants in Korea. Currently national government of Korea put an emphasis on the spread of part-time work program as well as telecommuting and flex-time work. Empirical results of this paper showed that flex-time work(47.2%) is most popular among korean public servants. the next favorable program is part-time work(17.2%) and the least one(15.2%) is telecommuting. The main reason that public servants are not willing to use flex-time work is to transfer work to others. As for part-time work, disadvantage for promotion and career development is critical obstacle for using part-time work. Finally, principal obstacle of telecommuting is to transfer work to others. Based on empirical results, this paper attempts to provide policy implication of establishing and spreading out flexible work arrangement in the public sector of Korea.
