dc.description.abstract | The concept of representative bureaucracy or representation is essential to understanding contemporary democracy. Many studies on representative bureaucracy or quota program for employment of female public servant have been conducted based on empiricism or logical positivism. However, such efforts do not provide clear explanation of missing link in the relationship between passive and active representation or policy effect in the perspective of gender. In order to overcome these limitation of prior studies this paper is to suggest alternative way of studying representative bureaucracy by employing a case study method based on the social constructivism. This research may contribute to understanding representative bureaucracy in terms of collaborative or positive sum games, not conflictual or zero-sum games. | - |
