- Abstract
- 이 연구는 2013년 12월 이루어진 공무원 직종 개편 이후, 일반직 국가 공무원의 직군･직렬･직류 등의 구분에 내재하고 있는 공직분류체계의 문제점을 파악하고 이를 토대로 공직의 전문성을 강화할 수 있는 개선방안을 제시하였다. 개선방안으로는 첫째, 관리운영 직군은 시간이 지나면서 점진적으로 폐지될 것이고, 우정직군은 업무특성상 별도로 운영하는 것이 바람직하므로, 현재의 직군 구분을 유지하는 것을 제시하였다. 둘째, 정부의 주요 기능을 중심으로 직렬․직류의 통합 및 분리 방안을 제시하였다. 셋째, 최근 행정환경의 변화에 따른 정부 기능의 변화를 반영하여 새로운 직렬․직류의 신설 또는 필요성이 낮은 직류의 폐지 방안을 제시하였다.
