교원의 관점에서 본 창의경영학교 운영 실태 및 학교개선 효과 분석

Abstract

이 연구는 창의경영학교의 운영 실태 및 학교개선 효과를 교원의 관점에서 분석하는 데 목적이 있다. 창의경영학교 소속 교원 2,090명에 대한 온라인 설문조사 결과와 두 차례에 걸친 10명의 사업 담당 교사 면담조사 결과를 토대로 운영 실태와 학교 개선에 대한 인식을 분석한 결과 다음과 같은 결론을 내릴 수 있다. 첫째, 창의경영학교의 교원들은 사업 조직, 인력, 프로그램, 예산 등이 대체적으로 잘 운영되었고, 이 사업으로 인하여 학교가 좋아졌다고 인식하는 것으로 밝혀졌다. 이러한 결과는 창의경영학교의 철학 및 지원방식이 교수-학습 활동을 통해 사업을 직접 시행해야 하는 교원들의 공감을 이끌어낸 데 기인하는 바가 크다. 둘째, 창의경영학교 소속 교원들이라 할지라도 학교급, 학교 유형, 사업 운영기간 등 학교 특성에 따라 사업의 운영 실태 및 학교 개선에 대한 인식은 달랐으며, 특히, 초등학교 교원, 학력향상형과 사교육절감형 학교 소속 교원, 그리고 사업 운영기간이 긴 학교 교원의 인식이 더 긍정적이었다. 이러한 결과는 학교가 창의적인 학교경영을 통해 교육력 제고를 도모할 경우에도 학교급에 따른 제도적 제약이나 사업효과의 가시성, 운영의 지속성 등에 따라 교원들의 체감도가 달라질 수 있다는 것을 말해준다. 이상의 분석 결과를 토대로 향후 정부가 유사한 재정지원사업을 추진할 경우에 도움을 줄 수 있는 정책 제언을 제시하였다.

This study seeks to analyze the views of teachers on the operational status and outcomes of the Creative Management School(CMS) project, a large scale financial project initiated by the government and maintained over the past four years since 2011. Based on the analyses of the data from online survey of 2,090 teachers and interviews of 10 teachers serving at CMSs, we draw following conclusions. First, teachers tend to perceive the outcomes of the CMSs as well as the organizational, personnel, program, and financial support measures of CMSs very positively. This means that the CMS project has been well accepted by the teachers due to its philosophy and multilateral support measures. Second, the perception of teachers shows statistical differences depending upon the school characteristics such as school level, CMS project type, and project operation period. This implies that while the CMSs reveal the potential to improve school education through autonomous and creative management strategies, such factors as institutional limitations and visibility of project outcomes also influence upon the view of teachers. Based on the findings, we made a few policy recommendations for a better design of large scale financial support project aiming at improving elementary and secondary schools.
