네트워크 관리가 조직성과에 미치는 영향:한국 중앙정부 실증연구

Abstract

이 논문은 ‘공공 네트워크(public network) 안에서의 관리전략(managerial strategies)과 행태(behavior)’에 관한 것으로, ‘네트워크 관리’가 ‘조직성과’에 어떠한 영향을 미치는가에 관한 명제를 검정하고자 하였다. 이러한 논의는 미국 등에서 간혹 등장했으나 국내에서는 별로 다루어지지 않았다. 분석결과, 정부의 협력네트워크 관리라는 측면에서 제시된 두 가지 네트워크 관리 차원 중 조정(사이중심성)이 성과에 긍정적인 영향을 미치는 것으로 나타났다. 다른 부처들과의 업무관계에서 조정역할을 많이 하는 부처일수록 성과가 높게 나오는 경향이 있음이 확인된 것이다. 다만 위신(내향중심성)은 유의미한 영향을 미치지 못하고 방향성만 나타내 보였다. 이러한 결과는 부처 간 ‘조정’ 능력이 ‘성과’에도 긍정적 영향을 미칠 수 있다는 점을 한국 중앙정부 차원에서 경험적으로 보여주었다는 데 의의가 있다. 다만 자료 보강, 방법론적 보완, 다른 설계, 다른 분석단위, 그리고 측정지표 확충 등을 통해 보다 강한 인과성(strong causality)을 나타내 보이지 못한 것은 연구의 한계이다.

Nowadays, the importance of network management in the public sector is getting higher. Although anecdotal or normative stories regarding this are prevalent, there is scarcity of empirical investigation on this topic. In order to bridge this knowledge gaps, this study aims to empirically test influences of network management on the organizational performance at the central government level in Korea. This study collected data from 86 central governments, which is composed of two time points data set (President Rho and Lee, respectively). Coordinating capacity in the network which is measured as betweenness centrality is statistically significantly associated with organizational performance. However, other type of network management, prestige which is measured by in-degree centrality, was not significant. In sum, a central government who plays a coordinating role in the horizontal networks is likely to show better performances. This implication suggests that collaboration among central government would enhance the government performances.
