교육정책 집행요인이 교원의 정책 수용도에 미치는 영향 분석- 창의경영학교지원사업을 중심으로 -

Abstract

이 연구는 교원들이야말로 교육정책 집행의 핵심 행위자로서 그들의 정책 수용도가 정책의 성공적 집행 여부를 좌우하며, 수용도는 정책집행단계의 각종 요인에 따라 달라진다는 가정에서 출발하였다. 교육정책 집행요인이 교원의 정책 수용도에 미치는 영향을 규명하고자 2013년 현재 전국 1,663개 초중등학교의 참여로 진행 중인 창의경영학교지원사업 정책을 선택하였다. 창의경영학교 소속 교원 가운데 온라인 설문조사에 응답한 2,090명의 자료를 토대로 교육정책 집행요인 및 정책 수용도에 대한 인식 수준, 배경변인에 따른 정책 수용도 차이, 교육정책 집행요인이 교원의 정책 수용도에 미치는 상대적 영향력 등을 분석하기 위해 t검증, 분산분석, 중다회귀분석을 실시하였다. 연구 결과, 첫째, 창의경영학교지원사업 정책의 집행요인에 대한 인식 및 수용도 수준은 상당히 높게 나타났다. 둘째, 정책 수용도를 배경변인에 따라 분석한 결과, 규모가 작은 학교와 창의경영학교 운영기간이 긴 학교에 재직하는 교원들의 수용도가 더 높은 것으로 나타났다. 셋째, 정책 집행요인은 교원의 수용도를 69%가량 설명했으며, 네 가지 교육정책 집행 하위요인 가운데 개인적 요인을 제외한 세 가지 요인은 정책 수용도에 유의한 영향을 미쳤고, 요인들 간 상대적 영향력의 크기는 정책적 요인, 조직적 요인, 환경적 요인의 순으로 조사되었다. 이러한 연구 결과를 토대로 정책집행 단계에서 교원들의 정책 수용도를 좌우하는 제반 여건에 대하여 논의하고, 연구 결과가 교육정책 집행에 주는 시사점을 제시하였다.

Teachers are major actors of educational policy implementation, and their acceptance level determines the success or failure of new policy initiatives. To investigate the influence of educational policy implementation factors on teachers’ acceptance level, Creative Management School Policy(CMSP), which has been implemented in 1,663 elementary and secondary schools across Korea, is selected. A survey was administerd to teachers at CMSs, and a total of 2,090 responses are analyzed via descriptive statistics, independent t-test, one-way ANOVA, and regression analysis. The findings show that teachers perceive the implementation factors of CMSP quite positively. Their policy acceptance level is also high, especially at smaller schools and schools with longer implementation period. Among implementation factors, political, organizational and environmental factors show statistically significant influence on the teachers’ policy acceptance level. Based on the findings, we discuss conditions that influence teachers’ policy acceptance and draw a few implications for successful policy implementation.
