Abstract
본 연구는 혁신도시의 성공에 가장 중요한 이전 공공기관 중 정부출연연구기관 직원을 대상으로 이주 및 정주의식 수준을 검토하고, 정부출연연구기관 직원의 혁신도시 이주과정에서 도시공공서비스 요구와 공공기관의 인사관리시스템이 정주의식에 미치는 영향을 규명하였다. 그 결과 첫째, 정부출연연구기관 직원들의 도시공공서비스 요구는 교통편리성, 재난범죄안전, 생활편의시설, 환경수준에 상당히 높았던 반면 경제여건, 교육시설에 대한 요구는 상대적으로 낮았다. 둘째, 세종시로 이전하는 기관 직원들의 경영만족, 보상공정성, 조직분위기에 대한 인식이 광역시형과 신도시형으로 이전하는 직원들에 비해 높았다. 셋째, 교육시설과 재난범죄안전, 보상공정성은 정주의사에 정의 영향을 미치고 있었으나 도시공공서비스와 인사관리시스템의 정주의사에의 영향은 설명력이 한정되어 있었고, 인사관리시스템 세부요인 중 보상의 공정성과 조직몰입이 직접효과를 가지고, 조직몰입에는 경영만족과 조직분위기가 정주의사 결정에 정적 영향을 미쳤다.
The success of transferring public institutions policy implementation to innovation cities from Capital City depends upon the acceptance of employees’ settlement intention. This study raises the questions of what is the current status of their settlement intention and how they perceive it. To do so, the study focuses on the quality and quantity of urban public service provision that they will be receiving, and the personnel administration system of public institutions that they will be applied when transferred. The study finds its research results as follows: i) Government Think Tanks employees show relatively low level in the needs of economic and educational public services, whereas high in those of transportation, safety against disaster and crime, amenities, and environmental public service provision; ii) The level of acceptance for the employees transferred to Sejong City in managerial satisfaction, compensation fairness, and organizational climate shows relatively high in comparison with those transferred to New Cities and Regional Cities; iii) The settlement intention is influenced positively by educational facilities, safety against disaster and crime, and compensation fairness, however it is limited by urban public services and personnel administration system; and iv) The settlement intention is directly influenced by specific personnel administration system factors such as compensation fairness and organizational commitment, and management satisfaction and organizational climate influence positively on organizational commitment.
