시민교육의 확장을 위한 평생교육의 의의: 지역사회기반 시민교육을 중심으로

Abstract

민주주의의 위기에 대한 해결책으로서 시민교육이 중요시되고 있는 가운데, 세계화 및 지역화, 학습사회 도래와 같은 사회 변화는 시민교육의 경계를 확장할 필요성을 제기하고 있다. 이 연구는 시민과 시민성, 시민교육의 개념들을 이론적으로 고찰하고, 시민교육 경계 확장의 필요성과 그 역할을 평생교육 차원에서 어떻게 기여할 수 있는지를 탐색해보고, 경계가 확장된 시민교육의 사례로 지역사회기반 시민교육에 대해서 살펴보았다. 시민과 시민성, 시민교육의 개념은 강조점에 따라 변화하는 맥락적 성격을 가지고 있어서 하나의 단일 개념으로 정의내리기 어렵다. 그럼에도 불구하고 기존의 논의들을 종합해보면, 시민이란 ‘소속감을 지닌 공동체 구성원으로서, 법적․정치적․사회적 측면에서 권리와 의무를 가지며, 정체성․주체성․도덕성에 대한 의식과 자질을 교육을 통해 함양할 수 있는 주체’를 의미한다. 이런 시민의 지위에 요구되는 의식 및 자질이 시민성이며, 시민성 함양을 위한 교육이 바로 시민교육이라 할 수 있다. 그러나 현재의 시민교육은 그 대상이나 시민교육이 고려하는 공간적 개념의 측면, 시민교육의 내용과 방법에 있어 한계를 지니고 있다. 이러한 시민교육의 한계를 극복하기 위해서는 시민교육의 대상을 학교 내 청소년에서 모든 시민으로, 공간적 개념을 국가사회 이외의 세계사회나 지역사회로, 내용을 정치적 영역뿐만 아니라 생활영역 전반으로, 방법을 강의를 통한 지식 주입식에서 대화와 토론을 통한 문제 제기식으로 확장해야 한다. 이런 시민교육 경계 확장에 평생교육이 주요한 역할을 담당할 수 있다. 평생교육이 궁극적으로는 시민교육을 통해 민주주의를 토대로 하는 학습사회 건설을 추구하고, 추구하는 이념과 지향점, 전문성과 인프라가 기존 시민교육의 문제점 해결에 기여할 수 있으며, 평생교육 분야에서 시민교육에 많은 관심을 가지기 시작했기 때문이다. 이러한 시민교육 확장의 사례로서 지역사회기반 시민교육은 지역공동체에 거주하는 시민들을 대상으로, 지역 시민성 함양을 위해 지역 특수성 및 일상생활 영역을 내용으로, 지역자원을 활용한 다양한 교육 방식을 가능하게 한다는 의의를 가진다. 이와 같은 확장된 시민교육을 활성화하기 위해서는 평생교육 차원에서의 시민교육에 대한 연구와 시민성과 시민교육을 학습의 차원에서 고찰하는 연구, 확장된 시민교육의 실천을 탐색하는 실증적 연구 등을 필요로 한다.

Citizenship Education is increasingly important as it offers educational solution against the individualization and the crisis of democracy in the modern society. Social changes such as globalization and localization raise the need of expansion of citizenship education. In this context, this study examined the concept of citizen, citizenship, citizenship education respectively, described the necessity of expansion of citizenship education, and explored the role of lifelong education for the expansion of citizenship education. The community-based citizenship education as an example of expanded citizenship educations was examined. The citizenship education needs to expand the learners into all citizens, the concept of space into post-national citizenship, the contents into something considered with daily life and the method of citizenship education into various ways. To expand the citizenship education, the lifelong learning has to play a key role as one of the goals of lifelong learning is to build learning society based on democracy thorough citizenship education and the philosophy of lifelong learning is aligned with the idea of citizenship education. The community-based citizenship education as one of expanded citizenship educations involves all citizen-learners living in the local community and builds the local citizenship, with its contents related to local life and method of citizenship education using local resources. Further study needs to be done for the citizenship education in the perspective of lifelong education, citizenship learning and citizenship education, and practice of expanded citizenship education.
