Kingdon의 정책흐름모형을 적용한 교원평가제 이원화 정책 변동과정에 대한 분석적 연구

Abstract

그동안 우리나라 교육현장에 적용되어 온 다원적 교원평가 정책은 2015년에 이르러 교원업적평가와 교원능력개발평가로 통합되는, 이른바 교원평가제 이원화 정책으로 탈바꿈하게 된다. 그 동안 간헐적으로 제기된 제도 간소화 요구에도 불구하고 별 다른 진전이 없었던 상황에서 통합안은 어떻게 짧은 시간 내에 채택될 수 있었을까? 이런 문제인식에서 본 연구는 교원평가제 이원화 정책의 변동과정 및 특징을 Kingdon의 정책흐름모형을 활용하여 분석하였다. 연구를 통하여 발견한 주요 연구 결과는 다음과 같다. 첫째, 다원적 교원평가 정책에 대해서는 중복평가로 인한 비효율성이나 낮은 신뢰도, 교원들의 부담 등과 같은 문제가 지속적으로 제기되었고, 그 해결방안 또한 다양하게 강구되었으나 정책 개선으로 이어지지 못했다. 둘째, 그러나 다수의 이해관계자가 압력을 행사하는 가운데, 특히, 제18대 대통령 선거라는 정치적 사건에 힘입어 교원평가 이원화 정책은 정부의제로 전환되게 된다. 그리고 셋째, 2015년 교원평가제도 개선 공청회 개최와 함께 정책의 창이 열리면서 교육부 주도 하에 교원평가제 이원화 정책은 정부의 공식 정책으로 전환되었다. 이 연구는 Kingdon의 모형이 상정하는 것처럼, 정책 의제 설정이나 변동이 체계적이고 합리적인 과정이라기 보다는 다양한 맥락적 조건 하에서 정치 흐름의 영향을 받는 불확실성의 산물이라는 특징을 잘 드러내 준다. 이상 연구 결과를 토대로 교육정책 결정자들이나 연구자들이 정책 의제설정 및 결정과정에서 유념해야 할 시사점을 도출하여 제시하였다.

The purpose of this study is to clarify the changing process and characteristics of the time frame between the moment of the dualization policy of the teacher evaluation system being emerged as the policy agenda and the moment of it being selected as a policy with a binding force. The policy was analyzed through documentary and interview surveys with Kingdon’s multiple stream model as the basic analytic frame. Research results are as follows. First of all, various problems on the pluralistic teacher evaluation policy, such as inefficiency, low reliability, and teacher workload, were constantly raised. Alternatives were proposed however, it did not lead to policy improvement. Secondly, many stakeholders have put pressure on the government, but the political incident of the 18th presidential election, in particular, has led to the transition of the teacher evaluation dualization policy to the governmental agenda. Lastly, in 2015, a policy window was opened to hold a public hearing for the improvement of the teacher evaluation system. Then, under the leadership of the Korean Ministry of Education, the policy for the dualization of the teacher evaluation system was turned into an official policy of the government. This study shows that the policy changes as a product of uncertainty affected by the flow of politics under contextual conditions. Based on the results of the study, the implications for educational policy makers and researchers were suggested in setting policy agenda and decision making.
