This work is devoted to the opportunities and matters for the establishment of a new regionalism of Northeast Asia. At the end of the 20th century glocalization has emerged as a reaction against globalization. Glocalization is a compound phenomenon of globalization and localization in a country. As a result of glocalization various regional communities, such as the EU, NAFTA and ASEAN appeared. These organizations for regional supernational cooperation defend their own economic and regional interests and identities from various standards of global organizations like WTO, IMF and IDA. The region of Northeast Asia, however, has not yet built a regional collaborative system that provides political and economic stability to the members of the region(China, Japan, Russia and the Korean peninsula). This article analyzes the causes of the difficulties in establishing a regional collaborative system in Northeast Asia, where there are not only the most powerful economic and military force in the world, but also extremely valuable historical and cultural inheritance. The author supposes that the main cause of the past regional problems is associated with geopolitical and economic viewpoints on the region. The influence of the Cold War and the historical feud in this region gets inhibits mutual understanding and cooperation. The geopolitical and economic approaches to neighboring countries always relies on ethnocentrism. To establish a new order in this region, the author offers a cultural and dialogical approach to the knowledge of neighboring countries. For that, the author attempts to apply the following theories and concepts to the understanding of other countries: the theory of Contemporary English Culturalism, the ‘thick description’ concept of C. Geerts, and the dialogue theory of M. Bakhtin.-
