텍스트 네트워크 분석: 사회적 인식 네트워크(socio-cognitive network) 분석을 통한 정책이해관계자 간 공유된 의미 파악 사례

Abstract

본 연구의 목적은 텍스트 네트워크 분석(text network analysis) 방법을 소개하고, 텍스트 네트워크 분석 방법론이 정책학에서 어떠한 함의를 가질 수 있는가를 논의하는 것이다. 구체적으로 본 연구는 텍스트 네트워크 분석 방법론이 사회적 인식 네트워크(socio-cognitive network)의 분석을 통해 정책이해관계자 간에 공유된 의미 파악이라는측면에서 정책과정에 어떠한 기여를 할 수 있는가를 논의하였다. 실제 정책과정에서 공유된 의미의 도출가능성을 탐색적으로 분석하기 위하여 IT 산업정책 사례를 적용하였고,IT 정책발전을 위한 정부조직 개편 논의에 대한 1) 다양한 이해관계자들의 텍스트를 해체하여 다시 재구성된 개별 인식 네트워크 분석을 실시하고, 2) 모든 이해관계자들의 텍스트를 통합한 사회적 인식 네트워크를 구성 및 분석, 3) 이러한 텍스트 네트워크들을비교분석함으로서 다양한 이해관계자들 간의 공유된 의미 및 차이점을 도출하였다. 개별인식네트워크를 통하여 개별 이해관계자들이 가지고 있는 주요 정책주장 또는 의제를 파악하였고, 사회적 인식 네트워크를 통하여, 모든 이해관계자들이 공유한다고 여겨지는 정책의제 및 주장을 파악하였다. 방법론에 있어, 텍스트 네트워크에서 주요한 개념을 파악하기 위해 연결중심성 및 사이중심성 분석을 실시하였으며, 네트워크 하위구조로서 개념들 간의 연결성이 높은 커뮤니티 구조를 탐지하게 위하여 모듈성(modularity) 분석을 실시하였다. 이러한 측정들을 통하여 텍스트 네트워크에서 이해관계자들, 그리고 사회적 인식 네트워크에서의 주요 의미 흐름을 파악 및 정책주장의 재구성을 실시하였다.

The aims of the study are to introduce 1) the method of text network analysis applying network analysis and 2) what the methodology of text network analysis may have implication for policy sciences. For these purposes, we discussed the usefulness of text network analysis through applying an empirical case. First, this study introduced text network analysis generally, and second, we argued that the methodology of text network analysis can contribute to policy process in terms of grasping the shared meaning among various policy stakeholders. Finally, as a case to represent the usefulness of the text network analysis in the policy studies, we analyzed socio-cognitive network which constructed from text of several stakeholders related to IT industrial policy, and derived methodological implication. In the case analysis, we examined degree and between centrality, and modularity for detecting the shared meaning among various policy stakeholders.
