규제 수용성의 결정 요인에 관한 경험적 연구: 금융 규제를 중심으로

Abstract

금융감독규제 기관의 금융규제 정책은 직접적인 대상인 금융기관 종사자들의 인식에 커다란 영향을 미친다. 따라서 금융기관 종사자가 금융감독규제 기관을 얼마나 신뢰하는가는 금융규제의 수용성을 결정하는 중요한 요인이다. 본 연구는 금융감독규제 기관의 독립성, 책임성, 투명성, 공정성, 전문성이 금융감독규제 기관에 대한 신뢰를 매개로 금융규제의 수용성에 미치는 영향을 구조방정식모형을 통해 실증적으로 분석하였다. 이를 위해 금융기관 종사자들을 대상으로 설문조사를 실시하고 분석에 필요한 자료를 수집하였다. 분석결과, 금융감독규제 기관의 독립성, 책임성, 투명성 공정성, 전문성은 대상기관의 신뢰를 증진시키며, 신뢰는 금융규제의 수용성에 긍정적인 영향을 미치는 것으로 나타났다. 본 연구는 금융규제 의 수용성에 영향을 미치는 요인들에 대한 보다 분명한 관계를 실증분석했다는 점에서 커다란 의의를 갖는다.

The financial regulatory policies have a great influence on the perception of the employees of financial institutions. This study investigated the factors influencing the acceptance of financial regulation. For this, a structural equation model(SEM) was proposed to examine the influences of financial regulators’ independence, reliability, transparency, fairness, and expertise on trust and acceptance. The data was obtained through a survey of employees of 10 financial institutions. The results indicated that the proposed model fit the data very well. Independence, reliability, transparency, fairness, and expertise of financial regulators had positive effects on the trust towards financial regulators. Further, trust had a positive effect on the financial institutions' acceptance of regulations. The policy implications of the results were also discussed.
