정책지식 활용 네트워크: 국책연구기관과 정부부처 간의 정책지식 교환 네트워크 분석을 중심으로

Abstract

본 연구는 정책분석의 주요 목적 중 하나인 정책지식 활용을 수요와 공급으로 이어지는 흐름의 측면에서 실증 분석하는 것을 목적으로 한다. 정책지식의 흐름을 분석하기 위해서 네트워크 분석을 이용하였고, 분석대상으로는 지식수요자로 중앙부처와 지식공급자로 국책연구기관으로 하였다. 자료는 설문조사를 통하여 수집되었으며, 분석결과 다음과 같은 결과를 도출하였다. 첫째, 정책지식활용 네트워크는 상대적으로 잘 연결된 네트워크로 나타났으나, 지식흐름이 특정부처에 집중되고, 연구기관들은 주로 주변부에 위치함으로서 수요자가 공급자보다 우위에 있는 구조로 파악되었다. 둘째, 구조적으로 유리한 위치에 있는 기관들이 오히려 정책지식활용 정도가 낮은 것으로 나타났다. 이는 정책지식 흐름에 있어 독점적 성향을 가지는 기관의 존재와 기관들의 정보 과부하 현상에서 기인된 것으로 보인다. 이러한 현상은 지식공급자와 수요자를 연결하는 현행 지식활용 네트워크의 가장 큰 맹점으로서 지적될 수 있으며, 향후 정책지식활용의 향상을 위하여 극복해야 할 과제이다. 즉, 실제로 정책지식활용 네트워크는 존재하고 있으나, 이 네트워크에 존재하는 관계가 협력네트워크로서 작용하는가에 대한 진지한 고민이 있어야 할 것이다.

Knowledge utilization represents an important feature of policy analysis which is problemorientation. This study viewed knowledge utilization as demand and supply chains of policy-relevant knowledge. These chains are flows of knowledge between government agencies and research institutes. Applying network analysis, this study analyzed policy knowledge utilization network. Results can be summarized as follows. First, knowledge utilization network is well-connected, but demanders overrule suppliers. Second, contrary to common sense, agencies occupying structurally advantaged positions less utilize policy knowledge than others. The plausible explanations for this result are 1) information overload phenomenon or 2) monopoly of information. In order to overcome mere exchanges of information, policy knowledge utilization should go toward cooperative network among diverse participants.
