한국 중앙부처의 네트워크: 이명박･박근혜 정부의 수평/수직 네트워크의 통합적 분석을 중심으로

Abstract

네트워크와 관련된 여러 연구들을 통해 밝혀진 사실 가운데 하나는, 네트워크 관리가 정부조직의 성과를 향상시킬 수 있다는 점이었다. 그런데, 정부부처들의 실제 네트워크 모습을 일목요연하게 보여주는 연구는 상대적으로 많지 않았다. 이 논문은 한국 중앙부처를 대상으로 실제 네트워크 모습을 정량적으로 나타내줌으로써 관련 연구에 도움을 주기 위해 이명박 정부와 박근혜 정부 84개 중앙부처의 수평/수직적 네트워크를 측정하여 보여준다. 분석결과, 이명박 정부와 박근혜 정부의 중앙부처 상호 간의 수평적 네트워크는 닮은 듯 다른 꼴을 보였는데, 이는 통치엘리트의 관심과 통치스타일의 변화 등의 영향 때문인 것으로 보인다. 각 중앙부처와 하부기관 간의 수직적 네트워크는 두 정부 사이에 큰 차이가 없었는데, 이는 업무특성 및 조직구성상의 논리가 주로 작용한 영향 때문으로 보인다. 중앙부처의 네트워크는 선행연구(오재록, 2007/2011)와 마찬가지로 수평/수직 네트워크가 병존하는 2차원 구조로 이해되며, 이 논문은 그 경향성에 대한 추가적인 증거를 제시한다. 다만, 방법론과 외부 타당도 측면에서 보완점이 있다.

The main thrust of the study is to compare inter-governmental network structures between Lee Myung Bak and Park Geun Hye Administrations by integrating two facets of network – horizontal and vertical networks – in central administration agencies in Korea. This study focuses on 1) conceptualizing the network of central government organizations as horizontal and vertical network, and 2) operationalizing them as four measurement indicators based on which this study measure structural properties of two types of network composed of 41 central administrations (per each Administration). The main results can summarized as; 1) the agencies which play structurally influential role such as a broker in the horizontal network are less strong in vertical network, and 2) conversely, the agencies with strong influences in the vertical network do not play broker roles or are located in lower positions in terms of prestige in the horizontal network. This result enables us to understand both the theoretical and practical significance of the integrated approach to two facets of the inter-governmental network simultaneously.
