시스템사고의적용에 관한 내면적 성찰:점진적 시스템사고의 모색

Abstract

본 논문에서는 시스템 사고의 적용에 관한 경험을 성찰함으로써, 시스템 사고를 정치적/정책적 현실에 적용하는데 있어서 부딪히는 한계들을 밝힌다. 그리고 불가피하게 발생하는 한계를 적극적으로 인정하면서 시스템 사고를 적용할 수 있는 방법으로 '점진적 시스템 사고(incremental systems thinking)'를 제안한다. 점진적 시스템 사고는 전통적인 시스템 사고에 비해 단기적인 분석, 추상적인 변수, 애매한 인과관계, 인과지도 분석 이외의 분석 방법, 단편화된 절연된 인과지도 등을 허용하며, 가치 편향의 영향을 인정한다. 본 논문은 시스템 사고의 장애를 감추거나 무시하기 보다는 적극적으로 드러냄으로써 보다 유연하게 정책 문제를 분석할 수 있다는 점을 지적한다.

In this paper, I reflected on my experience of applying systems thinking on recent social and political changes in South Korea. Explaining why and how I came to positive feedback loops that reinforce political support to the weak, I try to explain why I could not but violate some guidelines of systems thinking. Based on this self-reflection, I proposed 'incremental systems thinking that can be applied wide range of systems. Incremental systems thinking may include focusing on the short period of time, dealing with abstract forces and soft variables, analyzing individual people as a trigger of the feedback loops, constructing disjointed and diverse causal maps, and admitting the unavoidable value-laden causal maps.
