- Abstract
- Unlike U.S. cross-order agencies, Korean cross-border agencies, such as Customs Service, Immigration Service, Quarantine Services, play significant roles to protect Korean society and economy from a variety of foreign risks. However, their performance is limited due to their reluctant information sharing practices. This study analyzed current problems Korean C.I.Q organizations have faced, drawing on Dawes' Interagency Information sharing Model and Provan and Milward's study. The study presents a new model to explain the passive information sharing and shed light on the roles of a network administration organization and a concrete formal policy supporting information sharing among network agencies.
