원자력 발전소에 대한 신뢰, 인식된 위험과 혜택, 그리고 수용성

Abstract

원자력 정책에서 신뢰와 위험인식의 중요성은 제대로 평가되고 있지 못하다. 원자력 발전에 대한 의존도가 매우 높은 우리 현실을 고려할 때 원자력 위험인식에 대한 체계적인 연구가 시급한 시점이다. 이러한 상황에서 본 연구는 구조방정식모형분석을 통해 원자력의 위험인식에 관한 인과모형을 실증적으로 검증하고자 하였다. 분석결과, 원자력 발전소에 대한 신뢰, 인식된 위험, 인식된 혜택은 원자력의 수용성에 유의한 영향을 미치는 것으로 나타났다. 또한 신뢰는 인식된 혜택뿐만 아니라 인식된 위험에 영향을 미치고, 이 두 변수를 매개로 원자력의 수용성에 간접적인 영향을 미치는 것으로 나타났다. 본 연구는 실증적으로 신뢰, 인식된 혜택, 인식된 위험, 수용성간의 보다 분명한 관계를 제시했다는 점에서 큰 의미를 지닌다. 또한 이러한 연구결과는 원자력 발전을 비롯한 원자력 정책에 중요한 시사점들을 제공하고 있다.

This study investigated the factors influencing the local acceptance of nuclear power plant. For this, a structural equation model(SEM) explaining the causal relationships among trust, perceived risk, perceived benefit, and acceptance was tested. The data was obtained through a survey of residents in 4 nuclear power plant sites. The results indicated that the proposed model fit the data very well. Trust in nuclear power plant had a positive direct effect on acceptance and indirect effects through perceived benefit and perceived risk. Further, perceived benefit and perceived risk had significant effects on acceptance. The policy implications of the results were also discussed.
