정책옹호연합모형을 통한 동남권 신공항 입지갈등 사례의 정책변동과정 분석

Abstract

본 연구는 대형국책사업의 입지갈등을 정책옹호연합모형(Advocacy Coalition Framework)을활용하여 분석하며, 2002년부터 10여 년에 걸친 동남권 신공항 입지갈등사례의 정책변동과정을 분석대상으로 한다. 동남권 신공항 입지정책 과정을 두 번의 정책결정에 따라 두 개의 시기로 나누고,ACF에서 제시된 개념을 중심으로 시기별로 외적변수의 변화와 신념체계 그리고 정책지향학습이옹호연합의 형성과 그 변화과정에 미친 영향을 분석하였다. 분석결과 첫째, 지배집단의 변화를포함하는 중앙정부의 정책변화, 여론의 변화, 정책지향학습 등이 이차적 신념체계와 전략의 변화에영향을 미쳤으며, 이러한 이차적 신념체계와 전략의 변화는 옹호연합의 편성 구조에도 영향이 있는것으로 밝혀졌다. 둘째, 지방정부들을 중심으로 하는 옹호연합 간의 갈등이 커지면서 상호 악의적왜곡으로까지 갈등상황이 증폭되면서 중앙정부는 정책결정에 있어 ‘합의된 동의’를 추구하는정책결정보다는 정책결정에 있어서 책임과 비난을 회피하려는 행태를 보인 것으로 밝혀졌다. 따라서대규모 국책사업에 있어서 이해당사자의 갈등을 방지·관리하고 시행착오로 인한 낭비를 막기위해서는 과학적인 정책분석, 이해당사자들의 다양한 참여를 보장할 수 있는 제도적 장치의 마련이가장 시급하다는 정책함의를 도출할 수 있었다.

The purpose of this study is to analyze the policy processes of location conflict from the PIMFY perspective. As a case of analysis, this study selected 'New airport policy of south-eastern part of the Korea Peninsula. Applying the Advocacy Coalition Framework, this study analyzed the formation and transformation of advocacy coalition, especially focusing on policy change process affected by change of external factors, belief system, policy- oriented learning. First,this study found that the change of secondary belief system and strategy was affected by policy change of central government, public opinion and policy- oriented learning. Furthermore, the change of secondary belief system and each coalitions' strategy influenced the structure of coalitions' formation. Second, the policy broker differed across the period, and policy decision maker was likely to avoid a blame rather than to make a decision which inquire desirable 'negotiated agreement' because conflicts between coalitions of local governments were getting severe to 'devil shift'. Based on findings, this study presents the following policy implication;to manage conflict of stakerholders and prevent squandering by trial and error, it is most urgent to arrange institutional apparatus that ensure scientific policy analysis and participation in a variety of stakeholders.
