공공임대주택의 지역적 특성이거주자의 주거만족도에 미치는 영향 - 다층모형(Multi-level Model)을 활용하여 -

Abstract

그동안 정부는 저소득층의 주거부족문제를 해결하기 위해 공공임대주택을 공급해왔다. 하지만, 공공임대주택 정책은 양적확대에 초점을 맞추었기에 임대주택의 주거환경이나 공간적 특성이 크게 고려되지는 못했다. 본 연구는 공공임대주택 공간적 특성이 거주민들의 주거만족에 어떻게 영향을 미치고 있는지를 실증적으로 검증하고자 하였다. 이를 위해, 서울시 공공임대주택 입주자 패널조사 자료를 기반으로 다층모형을 활용해, 서울시 전역에 분포하고 있는 공공임대주택을 대상으로 연구를 진행하였다. 연구의 결과, 공간적 특성은공공임대주택 거주민의 주거만족도에 영향을 주고 있음이 나타났다. 예를 들어, 도시공원, 복지시설, 시장, 은행 등의 기반시설의 유무가 주거만족도에 영향을 주고 있었고, 대기오염이나 유해시설은 주거만족도를 떨어뜨리고 있는 것으로 나타났다. 또한, 이러한 공간적 특성의 영향정도는 공공임대주택의 유형에 따라 다르게 나타나고 있었다. 이러한 결과는 향후 공공임대주택을 계획하고 건설할 때 주거환경이나 공간적 특성을 고려할 필요가 있음을 시사한다. 특히, 공공임대주택의 유형에 따라 거주자의 특성이 달라지기 때문에 유형에 따른 환경계획이 차별적으로 적용되어야 할 필요가 있다.

For the past several decades, Korean government has provided public rental housings to solve the problem of affordable housing shortage for low-income households. However, the relevant policy, which has focused on quantitative expansion, has failed to carefully consider the residential environments or spatial characteristics of public rental housing. In this study, we sought to empirically verify the effects of the spatial characteristics of public rental housing on residential satisfaction among its residents. To do so, we conducted research on public rental housing across Seoul, using a multi-level model based on the data of Seoul Public Rental Housing Panel Survey in 2016. Our findings show that spatial characteristics of public housing have significant effects on the residential satisfaction of its residents. For example, urban parks, welfare facilities, markets, and banks are positively associated with residents’ satisfaction, while air pollution and harmful facilities are negatively related to residents’ satisfaction. In addition, it was found that the degree of the influence of spatial characteristics varied according to the types of public rental housing. These findings imply that when planning and constructing public rental housing in the future, its residential environment or spatial characteristics will need to be considered. In particular, different environment plans need to be applied to public rental housing of different types because residents’ characteristics vary according to the types of public rental housing.
