AHP 분석을 이용한 민간과 공공조직의 조달업체 선정요인 비교연구

Abstract

부적합한 조달업체 선정을 하게 되면 민간기업은 품질 및 고객 신뢰도가 하락하는 등 피해를 입게 되며 위험부담이 개별주체에 국한되어 있는 반면에 공공조달은 세금으로 집행되며 절차는 경직되고 공개적으로 업무처리를 한다. 공공기관의 위험부담은교량붕괴사고, 화재 참사 등 불특정 다수 국민의 생명과 안전에 치명적인 영향을 끼친다. 따라서 본 연구는 민간기업과 공공기관의 조달업체 선정요인의 우선순위를 도출하고 두 조직 간의 차이를 비교분석하는 데 목적이 있다. 본 연구를 위해 두 그룹이 조달업체를 선정하는 공통요인을 분석하여 변수를 선정하고 이를 토대로 민간기업과 공공기관의 조달업체 선정하는 업무를 맡은 전문가를 대상으로 설문을 진행하여 두 그룹의 조달업체 선정요인에 대해 AHP(계층적 분석)방법으로 비교분석을 하였다. 더 나아가도출된 중요도에 대한 T-검증을 시행하여 두 그룹의 차이에 대한 통계적 분석을 수행하였다. 분석결과 상위요인은 품질, 가격, 납기, 신인도 순으로 민간기업과 공공기관이 동일하였으며 가격과 품질의 하위요인 우선순위에는 차이가 없었으나 납기와 신인도 요인의 하위요인은 차이가 나타났다. 납기의 하위요인에서는 민간기업이 납품이행능력을 더중요시하였으며 공공기관은 납품수량을 더 중요시하였다. 또한, 신인도의 하위요인에서는 민간기업은 기업평판을 공공기관은 기업지원을 더 중요시하였다. 두 그룹 간 우선순위에는 큰 차이가 없는 것으로 나타났으나 독립표본 t-검정을 한 결과 상위요인에서납기요인의 중요도 평균의 차이가 유의한 결과를 나타냈으며 하위요인에서 품질 인지도와 기업지원의 중요도 평균의 차이가 유의한 결과를 도출했다. 본 연구의 시사점은 공공과 민간기업의 조달에서 품질, 가격의 중요성을 유사하지만 민간기업은 공공조직에비해 기업지원보다 납기의 준수에 철저할 필요가 있다.

If an inappropriate procurement company is selected, the private company suffers damage, such as deterioration in quality and customer trust. While the risk burden is limited to individual entities, public procurement is enforced by tax the risk burden of public institutions has a devastating impact on the lives and safety of many unspecified citizens, i.e. a bridge collapse accident and a fire disaster. The purpose of this study is to derive the priority criteria in selecting procurement company by private companies and public institutions and then to compare and analyze the differences between the two organizations. For this study, the two groups of procurement companies were selected by analyzing common factors for selecting procurement companies by two groups, selecting variables, and conducting a questionnaire with experts in charge of selecting procurers from private companies and public institutions based on this. For the factors, comparative analysis was performed by the AHP(Analytic Hierarchy Process) method. Furthermore, a statistical analysis of the difference between the two groups was performed by T-test on the derived importance. As a result of the analysis, the high-ranking factors were the same in the order of quality, price, on-time delivery, and credibility. There was no difference between the two groups in priority for the lower factors of price and quality, but the lower-order factors of delivery and reliability were different. In the sub-factors of delivery time, private companies placed more importance on the ability to perform on-time delivery, and public institutions placed more importance on the quantity of delivery. In addition, in the sub-factors of credibility, private companies placed more importance on corporate reputation and public institutions placed more importance on corporate support. There was no significant difference in priority between the two groups, but as a result of independent sample t-test, the difference between the importance average of the delivery factor was significant, and the lower factor was the average of the importance of quality awareness and corporate support, which produced significant results in difference.
