코로나19 펜더믹과 정책학 연구방법의 과제 - Lasswell의 ‘민주주의 정책학’을 다시 돌아보며 -

Abstract

정책학이 코로나19 위기를 비롯한 사악한 정책문제들에 능동적으로 대응하고, 문제해결에 필요한 지식과 수단을 제공하기 위해서는 새로운 접근법을 모색해야만 하는 상황이다. 현재의 정책학 지식체계만으로는 코로나19 이후 사회가 직면하게 될 다양한 사회문제들을 해결하는 데 근본적인 한계를 드러낼 수밖에 없을 것이다. 특히, 정책학을 지배하고 있는 실증주의 정책과학(policy science)적 접근이 미래 사회문제 해결에 어느 정도 도움을 제공할 수 있을지에 대한 깊은 성찰이 필요한 시점이다. 이러한 고민 속에서 본 연구는 해답을 구하기 위해 Lasswell(1951, 1970)의 ‘민주주의 정책학’에서 제시했던 정책학 프레임워크의 핵심 요소인 다각적 방법(multi-method)을 활용하며, 맥락적이며(contextual), 문제지향적인(problem-oriented) 접근에 다시 주목하고자 하였다. 본 연구는 정책학이 직면하고 있는 문제점들을 극복하기 위한 대안으로 ‘숙의민주주의 정책학’의 모색, 사악한 정책문제 중심의 접근 강화, 정책탐구와 자료수집의 맥락적 접근 강화, 혼합방법론과 범학문적 접근으로의 전환 등을 제안하였다.

In order for public policy to actively respond to wicked policy problems such as the COVID-19 crisis and to provide proper knowledges and means necessary to solve the problems, a new approach needs to be developed. The current knowledge systems of policy science alone will inevitably reveal substantial limitations in solving various social problems that society would face after the COVID-19 crisis. It is time to question how much help the positivist policy science that has dominated policy research could provide in solving wicked problems. Drawing on Lasswell’s ‘policy science of democracy,’ this study addressed three pillars of the policy science framework including multi-method, contextual, and problem-oriented approaches. To overcome the challenges, public science needs to pursue ‘a policy science of deliberative democracy’, to focus more on wicked policy problems, to strengthen the contextual approaches in policy inquiry and data collection, and to switch to mixed-method and trans-disciplinary approaches.
