서울시 공공관리 패러다임 변화 분석: - 신공공관리/후기신공공관리적 가치를 중심으로 -

Abstract

1980년대 이후 공공관리의 지배적인 패러다임으로 기능해온 신공공관리는 2000년대 이후 이념적 비판과 경험적 실패에 직면하였고, 이를 대체할 패러다임으로써 협력적 거버넌스를 강조하는 후기신공공관리(post-NPM) 논의가 부각되고 있다. 이에 본 연구는 서울시의 사례를 통해 바람직한 정책효과를 가져오는 데 중요한 요인인 정책기조와 정책사업 간 정합성을 신공공관리와 후기신공공관리적 가치를 중심으로 비교분석하였다. 분석 결과, 이명박 시장은 정책기조와 정책사업 모두 신공공관리적 모습을 보였고, 박원순 시장은 정책기조와 정책사업 모두 후기신공공관리적 모습이 나타났다. 한편, 오세훈 시장은 후기신공공관리적 정책기조와는 달리 실제 정책사업에 있어서는 신공공관리적 모습을 보여 정책기조와 정책사업 간 정합성이 가장 낮았다. 본 연구의 의의를 요약하면, 첫째, 신공공관리와 후기신공공관리적 특성이 시장에 따라 변화하는 양상을 시장의 연설문에 나타난 정책지향성을 통해 확인하였다는 점, 둘째, 정책지향성과 정책 간 정합성이 시장에 따라 사뭇 다르게 나타나는 점을 들 수 있다. 향후 연구에서는 시장의 정책지향성과 정책 간 정합성과 정책성과 간 관계 연구가 필요할 것이다.

New Public Management, which has functioned as the dominant managerial paradigm since the 1980s, has faced various criticism and empirical failures since the 2000s. As a paradigm to replace NPM, Post-NPM that emphasizes cooperative governance has emerged. This study analyzed the congruence between policy ideas (i.e, orientation) and policy (i.e, tool) in three Mayors of Seoul Metropolitan City, which are important factors in bringing about desirable policy effects, focusing on NPM and post-NPM values. While policy ideas and policies of Mayor Lee and Park are congruent, Mayor Oh showed less congruence between the two. In detail, 1) Mayor Lee showed both the policy idea and policy project as NPM, 2) Mayor Park showed both the policy idea and policy project as post-NPM, and 3) on the other hand, Mayor Oh showed the lowest consistency as he showed a NPM aspect in policy projects, unlike the post-NPM in policy ideas.
