정책 아이디어와 서울시 정책변동 - 공정 가치를 중심으로 한 박원순 시정과 오세훈 시정의 정책 담론 비교분석 -

Abstract

본 연구는 오세훈 시장 1기, 박원순 시장, 오세훈 시장 2기의 주요 정책 담론은 무엇이며, 한국 사회의 주요 화두로 떠오른 ‘공정’이라는 정책 아이디어가 정책변동에 어떤 영향을 미쳤는지 비교분석하고자 한다. 이를 위해 본 연구는 공정성의 유형화를 제시한 후, 언어 중심 담론 분석과 방법론적 다중주의에 의거해 네트워크 텍스트 분석, 유의어 분석 및 전문가 조사를 수행함으로써 양적 방법론과 질적 방법론의 적절한 조화를 추구하였다. 분석결과, 오세훈 시장에게 있어 공정의 의미는 1기와 2기에 걸쳐 법원칙의 공정이라는 측면에서 유사하였지만, 1기에서는 공정을 시장의 투명한 거래 및 공직사회의 공정으로 한정하였고 절차적 차원의 공정에 치중한 반면, 2기에서는 여러 공공가치를 포괄하면서 결과적 차원의 공정성도 함께 부각되었다. 이러한 정책 담론의 변화는 불평등이 심화된 사회경제적 환경, 오세훈 1기 실패의 정책학습, 박원순 시정 유산의 경로의존성 등이 영향을 미친 것이라 할 수 있다. 박원순 시장의 경우 공정의 의미가 반칙 및 특혜에 의한 불평등을 바로 잡고 공평한 공동체의 상생을 추구하는 것으로 나타났으며, 오세훈 시장과 달리 재분배 중심의 결과적 차원의 공정성이 중시되었다. 하지만 서울시정에 있어서 공정 담론의 등장이 정책결과 차원에서 어느 정도 실질적인 변화를 가져왔는지에 대해서는 추가적인 분석이 필요하겠다.

This study aims to compare and analyze the main policy discourses of Mayor Oh Se-hoon and Mayor Park Won-soon, and how the policy idea of “fairness,” which has emerged as a key buzzword in Korean society, affected policy changes. For this, the study presented the typology of fairness and sought an appropriate harmony between quantitative and qualitative methodologies by conducting network text analysis, Word2Vec analysis, and expert surveys based on language-oriented discourse analysis and methodological pluralism. As a result of the analysis, the meaning of fairness for Mayor Oh was similar in terms of the fairness of the legal principles for the first and second terms. However, in the first term, fairness was limited to transparent transactions in the market and fairness in the management of public office, and focused on fairness at the procedural level, while in the second term, fairness at the outcome level was also highlighted while encompassing various public values. These changes in policy discourse can be attributed to the socioeconomic environment in which inequality has intensified, policy learning of Oh’s first-term failure, and the path dependence of Park’s policy legacies. In the case of Mayor Park, the meaning of fairness was found to reduce inequality and pursue a fair community coexistence, and unlike Mayor Oh, emphasis was placed on fairness in the consequential dimension centered on income redistribution. Finally, there should be an additional analysis on to what extent the emergence of fair discourse in Seoul city administration has brought about substantial changes in terms of policy outcomes.
