- 고급인력의 유입, 지원시설 및 상업시설 유치와 일자리 창출 등 대학은 지역의 경쟁력을 높이는데 매우 중요한 역할을 한다. 대학이 지역 경쟁력에 미치는 긍정적인 영향력이제대로 발현되기 위해서는 졸업생들이 해당 지역에 머물며 생산 및 소비 등의 경제활동을할 수 있도록 지역 내에서 고용이 이루어지는 것이 무엇보다 중요하다. 그러나 졸업생들이 해당 지역에서 머무르는 비중은 지역에 따라 큰 차이를 보인다. 본 연구는 대학 졸업생들을 대상으로 대학과 직장지 간의 이론적 ‘최소이동거리’와 ‘실제이동거리’를 비교함으로써, 대학과 산업의 일치도가 지역에 따라 어떠한 차이를 보이는지 실증하는 것을 목적으로 한다. 이를 위해 초과통근(excess commuting) 분석 틀을 이용하여 최소이동거리와 실제이동거리를 계산하고 대학소재지와 직장지간의 불일치도를 살펴보았다. 분석 결과는 다음과 같이 요약할 수 있다. 첫째, 비수도권에 비해 수도권에 취업기회가 상대적으로 높게 나타났다. 둘째, 2004년에 비해 2009년 최소이동거리는 비슷한 반면 실제이동거리는 증가하였다. 이는 대학과 직장지의 불일치에 직장의 수가 아닌 다른 요인이 작용함을 시사한다. 셋째, 학력이 높을수록 대학과 산업의 일치성이 낮아지는 현상은 비수도권에서 특히 강한 것으로 분석되었다. 이상의 연구결과는 비수도권 지역의 인적자본 유출의 심각성과 지역 수준의 산・학・연 연계의 필요성을 시사한다.
It has generally been considered that accumulation of the highly educated has a significant role in thedevelopment of regional economies. Over the past few decades, the Seoul Metropolitan Area(SMA) hasenjoyed a relatively large brain gain while non-SMA regions has suffered brain drain. The purpose of thisstudy is to evaluate the level of human capital retainment by measuring the difference between the actualand the smallest possible migration distances of university graduates. The smallest possible averagedistances can be obtained by the linear programming that reassigns the locations of universities and jobsto minimize the total average migration costs to find the optimal migration flow. The main findings arethat firstly, the amount of excess migration had increased between 2004 and 2009, indicating the growingmismatch between universities and work places. Secondly, higher excess migration rates are closelyassociated with years of education among the students in higher education institutions. Lastly, theuniversity graduates from the non-SMA region tend to have a higher excess migration rate than those fromthe SMA area.
