도시쇠퇴지표와 삶의 질 지표의 유사성에 관한 연구

Abstract

「도시재생법」 제1조에서는 도시재생사업의 궁극적인 목적을 “도시경쟁력 제고와 지역공동체 회복을 통한 주민들의 삶의 질 향상”으로 규정하고 있다. 이를 반영하듯, 국가도시재생기본방침에도 도시재생의 비전(vision)을 ‘국민이 행복한 경쟁력 있는 도시의 재창조’로 규정하며, 삶의 질 향상과 생활복지를 구현해야 함을 여러 목표중 하나로 설정하고있다. 「도시재생법」과 국가도시재생기본방침은 도시쇠퇴지표의 적극적 활용을 강조하고있지만, 지금까지는 도시쇠퇴지표가 도시재생의 궁극적인 목표인 삶의 질 향상에 어떻게기여할 수 있는지에 대한 논의는 상대적으로 부족하였다. 본 연구는 주민들의 삶의 질향상이라는 목적을 앞세운 또 다른 지표인 “삶의 질 지표”를 검토하여 ①도시쇠퇴지표들과 어떠한 유사점을 가지고 있는지, ②도시재생지표를 보완하는데 어떻게 활용될 수 있는지를 살펴보았다. 이를 통해 본 연구는 도시쇠퇴지표가 재생의 궁극적 목적인 삶의 질을 어떠한 방식으로 제고할 수 있는지에 대한 논의를 지속해야 함을 역설하였다. 또한도시쇠퇴지표에 삶의 질을 반영하는 지표들이 부족하기 때문에, 삶의 질 지표가 도시쇠퇴지표의 부족한 측면을 채워줄 수 있는 보완적 지표로서 활용될 수 있음을 주장하였다.

It has clearly been stated in the Urban Regeneration and Assistance Act that the main purpose of urbanregeneration is to improve the quality of life of citizens. A variety of measure of urban decline haveactively been used to diagnose the degree of decline of cities and to determine the effectiveness of urbanregeneration projects. However, compared with the extensive use of urban decline indicators, there hasbeen little discussion of how measures of urban decline can be used to contribute to the enhancement ofquality of life. The purpose of study is to investigate the similarities and differences between measures ofurban decline and quality of life indicators. This study found that firstly, urban decline measures focus onparticular aspects of macro indicators such as population and business growth, while quality of lifeindicators pay attention on measures that can be derived from individual characteristics. These indicatorsinclude life satisfaction, civil participation, and health status. This study argued that some of the qualityof life indicators can be incorporated into the measures of urban decline in order to achieve the ultimategoal of urban regeneration.
