중국 지린성과 한반도 교통물류 협력방안 연구

Abstract

미국의 ‘뉴 실크로드 이니셔티브’, 러시아의 ‘신동방정책’ 등 최근 유라시아 지역을 단일 경제권으로 통합하려는 시도가 경쟁적으로 전개되고 있다. 이에 중국 또한 ‘일대일로’를 제안하였고, 한국은 ‘유라시아 이니셔티브’를 제안하며 유라시아 물류흐름의 전략적 접근을 시도하고 있다. 중국 동북지역은 차항출해의 전략하에 한반도와 연관된 전략을 추진 중에 있으며, 특히 지린성은 기존의 ‘창지투개발전략’을 통해 지린성 내 운송 네트워크를 개발하고 한국기업들의 투자를 유치하고자 하고 있어, 한반도와의 교통물류 협력을 위한 여건이 최적화 되어있다. 따라서 지린성과 한반도 간 교통물류네트워크 구축을 발판으로 하여 향후 중, 북, 러3국 접경지역의 항만클러스터 구축을 통해 동북아물류중심지로 부상할 수 있는 협력적 접근이 이루어져야 할 것이며, 교통물류분야의 전략적 협력을 통해 긴장된 정치적 관계 또한 개선할 수 있는 전략적 접근이 필요할 것이다.

Recent attempts have been competitively developed to integrate Eurasia into a single economic bloc such as the“New Silkroad Initiative”of United States or “New Eastern Policy”of Russia. Thereupon, other attempts were suggested such as“One Belt One Road”of China and“Eurasia Initiative”of Korea to try strategic approaches to the Eurasian logistics flow. Northeast China is promoting the strategy associated with Korea under the strategy named “The Hire a Port & Posh Out to Sea”. Conditions of Jilin province are especially optimized for cooperation of logistics network for Korean companies with the Changchun-Jilin-Tumen development plan. Therefore, a cooperative approach should be made to create the logistics hub of Northeast Asia by constructing a port cluster in the border area of China, North Korea and Russia with the establishment of a logistics network between Jilin Province and Korea as a springboard. Also, the strategic approach should be required to improve political relations through promoting logistics strategies.
