사악한 문제 해결 전략으로서 협업에 대한 탐색적 연구: 박근혜 정부의 협업 사례를 중심으로

Abstract

본 연구의 목적은 사악한 문제와 평범한 문제 등 다양한 유형의 정책문제를 해결하는데 협업이 효과적인지를 검토하고, 문제 해결에 협업을 어떻게 적용시켜야하는가에 대하여 탐색적으로 논의하는 것이다. 지금까지 협업의 필요성에 대한 많은 논의는 있었지만, 협업에 적당한 문제 유형이 무엇인지, 그리고 협업 역시 비용을 수반한다는 측면에서 과연 모든 문제해결에 협업을 적용하는 것이 바람직한지에 대한 논의는 부족했다. 이를 위해 박근혜 정부 시절 발표하였던 43개의 협업우수 사례를 대상으로 내용 분석을 통해 문제 속성과 협업 간의 관계 분석을 시도하였다. 분석결과 협업사례 43건 중 31건이 효율적인 대안을 찾기 ‘어려운 문제’에 해당되는 경우였으며, 해결책이 부재한 ‘사악한 문제’는 7건, 협업이 필요없는 단순 ‘기술적 문제’는 5건으로 나타났다. 문제의 속성에 따른 전략적 맞춤을 비교한 결과 사악한 문제와 어려운 문제 대부분은 기관 간 전략적 맞춤과 목표 공유가 있는 것으로 분석되었고 이들 사례는 협업구조가 분권화되어 있음을 알 수 있었다. 시너지 효과는 사악한 문제 7건 모두, 어려운 문제는 31건 중 25건에서 나타났으나, 일부 어려운 문제는 시너지 효과가 없고 오히려 협업 비용의 낭비로 이해될 수 있는 소지가 있었다. 협업관계 조정역할은 21건으로 절반 정도가 중간 조정자가 있는 것으로 분석되었으나, 실질적으로 협업이라고 보기 어려운 사례도 11건으로 나타났고 이들 사례는 시너지가 발생하지 않은 11건과 일치되었다. 본 연구를 통해 전략적 협업은 단순 기술적 문제가 아닌 사악한 문제나 어려운 문제 해결에 적극 활용해야 한다는 점과 시간이 지날수록 사악한 문제, 즉 협업 기관의 시너지 효과가 발생하지 않으면 해결되기 어려운 사례들이 등장하면서 정부부처 관료들이 협업이라는 국정 기조에 수동적으로만 대응하는 것이 아니라는 증거도 확인할 수 있었다.

The purpose of this study is to examine the effectiveness of public collaboration strategies for policy problem solving, and explore the proper ways to apply public collaboration strategies. We suggest the categorized policy problems in three dimensions: wicked, ordinary and technical problem. This study analyzed the relationships between attributes of problems and collaboration through contents analysis of 43 cases of the best public collaboration practices announced from 2013 to 2015 in Park Geun-hye administration. Main variables consist of type of Problem, Synergy effect, Strategic fits, Sharing goal, Coordination for collaborative management. According to the results, public collaboration should be used to solve wicked or ordinary problems, but it is not suitable for technical problems. Public collaboration of some ordinary and technical problems was a waste because synergy has not occurred. To solve the social problems, the public collaboration strategies must be concurrently considering the benefits and costs of collaboration.
