행정학의 학문적 위신에 관한 탐색적 연구: 한국행정학보와 한국정책학회보를 중심으로

Abstract

본 연구의 목적은 행정학의 다학문성을 바탕으로 행정학이 다른 학문들과 비교하여 얼마나 학문적영향력이 있는가를 탐색적으로 분석하는 것이다. 구체적으로 다른 학문들과 비교하여 행정학 내부의피인용(자기인용)과 다른 학문분야로부터의 피인용 양태에 어떤 차이가 있는가와 행정학의 하위학문 분야별로 다른 학문에 미치는 영향이 어떤 차이를 보이는가를 분석하였다. 자료 수집은 행정학관련 2개의 전문학술지(행정학보와 정책학회보), 인접 사회과학 학문인 정치학과 사회복지학의대표적인 학술지 각 1개 등 총 4개의 학술지를 선정하고, 2002~10년간 게재된 총 2115개의 논문을대상으로 피인용 자료를 수집하였다. 분석결과 1) 다른 학문에 대한 행정학의 인용이 정치학이나사회복지학에 비해 월등이 높게 나타남으로써 행정학의 내향적 다학문성이 매우 높은 것으로나타났다. 2) 그러나 행정학의 학문 내 위상에 비해 다른 학문들에 대한 외향적 위상은 상대적으로떨어지는 것으로 나타났다. 3) 행정학의 하위연구분야 중, 전통적인 행정학의 주요 분야인 조직론은인접 학문에 높은 영향을 보이는 반면, 행정개혁이나 거버넌스 등 행정학 내부에서 큰 영향력이있는 학문분야는 상대적으로 다른 학문에 대한 영향력이 높지 않은 것으로 나타났다. 이러한분석결과를 바탕으로 본 연구는 행정학의 학문적 발전을 위한 제언을 하였다.

Public administration enjoys interactive contributions of other disciplines in the social sciences. The purpose of this study was to examine academic influence and prestige of public administration compared to other disciplines through citation analysis. More specifically, it investigated differences between in-field citations from public administration and cross-field citations from other disciplines. For this, two top-ranked journals including Korean Public Administration Review and Korean Policy Studies Review were selected in the field of public administration. For political science and social welfare, Korean Political Science Review and Korean Journal of Social Welfare were selected respectively. A total of 2,115 articles published during 2002-2011 were analyzed in terms of the frequency of citation. The results showed that cross-field citation rates from other disciplines were higher in public administration than those in political science and social welfare, indicating interdisciplinary nature of public administration. For public administration, however, cross-field citation rates from other disciplines were much lower than in-field citation rates. While organizational theory and behavior was the most influential field to other disciplines, the current hot issues in the Public Administration,administrative reform and governance, were relatively less influential. The comparative analysis produced several lessons for academic development of public administration.
